Resolution Apologizing For Slavery and Segregation

The full text of the slavery measure, House Resolution 194, is as follows:

1. Whereas millions of Africans and their descendants were enslaved in the United States and the 13 American colonies from 1619 through 1865;

2. Whereas slavery in America resembled no other form of involuntary servitude known in history, as Africans were captured and sold at auction like inanimate objects or animals;

3. Whereas Africans forced into slavery were brutalized, humiliated, dehumanized, and subjected to the indignity of being stripped of their names and heritage;

4. Whereas enslaved families were torn apart after having been sold separately from one another;

5. Whereas the system of slavery and the visceral racism against persons of African descent upon which it depended became entrenched in the Nation’s social fabric;

6. Whereas slavery was not officially abolished until the passage of the 13th Amendment to the United States Constitution in 1865 after the end of the Civil War, which was fought over the slavery issue;

7. Whereas after emancipation from 246 years of slavery, African-Americans soon saw the fleeting political, social, and economic gains they made during Reconstruction eviscerated by virulent racism, lynchings, disenfranchisement, Black Codes, and racial segregation laws that imposed a rigid system of officially sanctioned racial segregation in virtually all areas of life;
   

8. Whereas the system of de jure racial segregation known as `Jim Crow,’ which arose in certain parts of the Nation following the Civil War to create separate and unequal societies for whites and African-Americans, was a direct result of the racism against persons of African descent engendered by slavery;

9. Whereas the system of Jim Crow laws officially existed into the 1960’s–a century after the official end of slavery in America–until Congress took action to end it, but the vestiges of Jim Crow continue to this day;
   

10. Whereas African-Americans continue to suffer from the consequences of slavery and Jim Crow–long after both systems were formally abolished—through enormous damage and loss, both tangible and intangible, including the loss of human dignity and liberty, the frustration of careers and professional lives, and the long-term loss of income and opportunity;

11. Whereas the story of the enslavement and de jure segregation of African-Americans and the dehumanizing atrocities committed against them should not be purged from or minimized in the telling of American history;
    

12. Whereas on July 8, 2003, during a trip to Goree Island, Senegal, a former slave port, President George W. Bush acknowledged slavery’s continuing legacy in American life and the need to confront that legacy when he stated that slavery `was . . . one of the greatest crimes of history . . .

…The racial bigotry fed by slavery did not end with slavery or with segregation.  And many of the issues that still trouble America have roots in the bitter experience of other times.  But however long the journey, our destiny is set: liberty and justice for all;

15. Whereas President Bill Clinton also acknowledged the deep-seated problems caused by the continuing legacy of racism against African-Americans that began with slavery when he initiated a national dialogue about race;

16. Whereas a genuine apology is an important and necessary first step in the process of racial reconciliation;

17. Whereas an apology for centuries of brutal dehumanization and injustices cannot erase the past, but confession of the wrongs committed can speed racial healing and reconciliation and help Americans confront the ghosts of their past;
    

18. Whereas the legislature of the Commonwealth of Virginia has recently taken the lead in adopting a resolution officially expressing appropriate remorse for slavery and other State legislatures are considering similar resolutions; and

19. Whereas it is important for this country, which legally recognized slavery through its Constitution and its laws, to make a formal apology for slavery and for its successor, Jim Crow, so that it can move forward and seek reconciliation, justice, and harmony for all of its citizens: Now, therefore, be it

Resolved, That the House of Representatives-

(1) acknowledges the fundamental injustice, cruelty, brutality, and inhumanity of slavery and Jim Crow;

(2) apologizes to African-Americans on behalf of the people of the United States, for the wrongs committed against them and their ancestors who suffered under slavery and Jim Crow; and

(3) expresses its commitment to rectify the lingering consequences of the misdeeds committed against African-Americans under slavery and Jim Crow and to stop the occurrence of human rights violations in the future.

Prelude
It is the general and mistaken belief that the American Revolution of March 22, 1765 – September 3, 1783 was/is a static, past occurrence relegated to non-living history books, monuments, names of places and things, battle fields, and ceremonial symbolism, but powerless, etc., and therefore ended and is of no more relevance to the present and future.  Nothing could be further from the truth

Due to this 244 year old, fundamental error or discrepensy, from generations to generations, the dutiful role of American, US citizens has laid woefully dormant as it were, frozen in ancient ice or in a suspended animation of deep sleeping, dreaming a fake Dream of America.

Such ignorant, fake dreaming has resulted in the appalling, nation-threatening situation and condition in which We the People are entrapped today.

However, as when the nine (9) month period of human gestation is ended, prior to the birth of a child, there is that of laboring, so it is with the 245 years of We the People developing into full maturity for birth.

Before birthing into the dream of our Founding Fathers, there must be nation-threatening turmoil, confusing difficulty, struggle, discomfort, deathlike pain, trials of commitment…then the birth of the American man/woman child.

Two USA Citizenship Heritages In One
In one functioning body politic of the USA are two distinct sets of citizenship, one being:

1. Willing immigration, whereby folks from foreign nationalities, who for various reasons of disaffection with their patriot lands, but united in one ideal, in quest of the American Dream.

Note: Established in the US Constitution, Article 1, Section 8, Sentence 4,

“To establish an uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the United States;”

2.  Non willing, chattel slaves who were purchased from their homelands, against their wills, brought shackled in chains to America to serve those of willing immigration as living, human property.

Note: Established by the 1866-68 Civil Rights/14th Amendment Act, Section 1’s
“All persons born or naturalized in the United States and subject to the jurisdiction thereof (speaking of slaves and their children-descendants ) are citizens of the United States and of the State wherein they reside.”

Against great odds, especially in the early days ocean traversing, most immigrants willingly came to this land of the American Indigenous Peoples, with the glint of the Dream of Life, Liberty and Pursuit of Happiness in their “eyes”, endured hardships and courageously overcame them;

…whereas the chattel slaves did not have such a choice of the American Dream, but rather, having one based on the success of the willing immigrants, as the late prophet Martin Luther King, Jr., proclaimed as not having the American Dream, but rather,

“I still have a dream. It is a dream deeply rooted in the American dream.  I have a dream that one day this nation will rise up and live out the true meaning of its creed: “We hold these truths to be self-evident: that all men are created equal.”

The Three (3) Births of Freedom:
1.The First July 2-4, 1776 excluded American black whom were chattel slaves

2.The Second – The Triad Amendments – granting end of chattel slavery, except in prison; US citizenship for Free and Freedmen;

3. The Third – Yet to be determined

The Fundamental Essence of the American Revolution
Essentially, the American Revolution was a heated argument turned deadly, between “upstart”, brash, American colonial subjects, i.e., Founding Fathers, under the jurisdiction of the British Empire ruled by its monarchy of King George III of England.

The founders of the American Revolution vociferously argued that the days of the Antiqus Ordu Seclurum – “Old Order of the Ages”, i.e., tyrannous, monarchal, divine right of kings to rule over the people/masses was forever a fait accompli…

…and that, in the circa six or five thousand years of recorded, world history, they were establishing a new, continuing, ageless, revolutionary change in human governing, hence, Ordu Nordu Seclurum – “New Order of the Ages.”

Whereas, representing the order of monarchism, King George III retorted, that while the quest of the Americans, though foolish, may even be noble, Nature decrees that the ideal of people civilly governing themselves, is a historical impossibility as world civilizations have always been ruled by monarchs of one kind or another.

The king correctly argues that human beings are too diverse to unionize or unite to such a degree to civilly govern each other, especially in a purported “melting pot” of willing immigrants America, consisting of multiple nationalities, ethnicities, races, religious, cultural, and political philosophies…the whole idea of First Amendment Rights of Freedom of expressing, religion and opinion.

Note: Recognizing this dilemma, the founders elected to have our Union governed by Republicanism, i.e., representative government as a opposed to that of Democracy, which is impossible mob rule.

Also, history indicates that people would rather be told what to do and ordered about, electing to reject taking the responsibility of decision making, even voting, and especially assuming leadership, having to accept culpability for potential failure, as well as praise for success.

Such is the mystery of humanity’s general tending of gravitating to tyrants, even the worse of them, particularly masses of men following generals into wars of conquest or even in defense.  Even the DOI acknowledges such behavior stating,

“…and accordingly all experience hath shown that mankind are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed.”

Regardless of record breaking numbers in the 2020 Presidential election cycle, the vast majority of US citizen whom are eligible, don’t register; those whom do register, only a minority of that demographic actually votes; nor, do they participate in the oversight of government Servants, etc., hence, We the People are succumbing to oligarchy rule, on step before monarchism.

Given the present circumstances of our country, its appears that King George III is winning the argument, and eventually will be vindicated in that people must be governed by monarchs, being naturally unable to govern themselves.

However, though the Founding Fathers concurred with the sentiments of King George III, they produced a factor into to the argument of a Divine Being, wherein the DOI, We the People identify GOD, The Creator of the Natural Universe and humanity for HIS purposes, the Judge of all the world, being protected by Divine Providence, that will cause us, as nation under HIM to actually defy the natural, human tendency to submit to tyranny and rather succeed in government of, by and for the people.

The American Revolutionary War Continues (Cold or Hot)
The “cold” (non violent, and politically philosophical) American Revolutionary War lasted from March 22, 1765 through to April 19, 1775 (Lexington) when it erupted into one that was *“hot” and intensifying post the July 2-4, 1776 signing of the Declaration of Independence; ragging until 1771 (Yorktown); to Paris Peace Treaty signing on September 3, 1783.

Note: Throughout the course of the war, an estimated 6,800 Americans were killed in action, 6,100 wounded, and upwards of 20,000 were taken prisoner. Historians believe that at least an additional 17,000 deaths were the result of disease, including about 8,000–12,000 who died while prisoners of war.

Since that era, the American Revolution not nor ever intended to static, but rather, one that is to continue from generation to succeeding generations until the great, Exceptional Dream of the Founding Fathers becomes the manifest reality.

The Founders did and are relying on their/our “Posterities” addressed in the Preamble of the US Constitution to eventually manifest that reality of their Dream.

All members of every succeeding, We the People generations, as the template, are obliged to “cookie cutter”, i.e., replicate in a relay succession towards the Founders’ great and exceptional, American Dream of Ordu Nordu Seclurum – “New Order of the Ages”.

In this Nordu Ordu Seclurum, from where GOD (the Central Figure of the DOI and Judge of all the world, by the protection of HIS Divine Providence, Who has Annuit Coeptis -“Favored-Approved Our Undertaking”, as the E Pluribus Unum – “Out of Many One” nation)…

…will subjugate, i.e. make the knee to bow of all kingdoms, governments, even monarchies of earth under HIM Who has endowed all human beings with certain inalienable rights, that among them, Life, Liberty and Pursuit of Happiness.

Such is the reason that GOD has blessed America…indeed for the sake of the whole world.

As being Generation I of We the People, the Founding Fathers decreed by the Preamble…

…that securing the blessings of liberty to themselves and their posterity of the second, third, fourth and succeeding generations down to us today, the most promising generation under the reliance of Divine Providence…

…is to be achieved only by the awakened, aggressive, collective vigilant and diligent “pledge of our lives, fortunes and honor” to enforcing the dictates of our Supreme Law, which underpins the DOI.

Therefore, under GOD and the Universe which HE created, each generation of a functioning, collective, We the People, body politic, is specifically ordered by the living, Founding Fathers, via the Constitution which they ordained and established…

…to execute their rightful duties “to more perfect the Union, establish Justice, insure Domestic Tranquility, provide for the Common Defense, promote the General Welfare, and secure the Blessings of Liberty, etc., (Life Liberty and Pursuit of Happiness-property)”.

July 2-4,1776 is the national birth date of the United States of America, former Thirteen British Colonies.

The Committee of Five (5)
The Committee of Five presented its draft of the Declaration of Independence (DOI) for approval by Second Continental Congress on June 28, 1776

The United States became the Union Republic in four (4) phases, they being

1. Created – September 17, 1787
2. Presented – September 28, 1787
3. Ratified – June 21, 1788
4. Effective – March 4, 1789

The Union:

1. The Preamble, or Head of the US Constitution indicates that our nation is a more perfecting Union,
2. Article 1, Section 2, sentence 3, “…the several States which may be included within this Union”
3. Article 1, Section 8, sentence 15
4. Article 2, Section 3, “…the State of the Union”
5. Article 4, Section 4, “…to every State in this Union”

The Republic

We the People
Being the Head of the Constitution with its Seven (7) Articles and Twenty-Seven (27) Amendments, i.e., Bill of Rights, the very first Word and then words or term of our Supreme Law of this land is “We the People”

As such, We the People are ordered, as authorized by the then living, founding fathers “to more perfect the Union, establish Justice, insure Domestic Tranquility, etc.”, not the President, Vice President, Congressional Members, the Supreme Court or Military, nor any elected official, federal, state, county, municipal.

Hence, We the People, properly functioning as coherent, intelligent, civil body politic are the leaders of the Union Republic, whereas, the Supreme Law designates government or public Servants (elected and appointed) as the team “beasts of burden” that under our collective directions/dictates, pulls our “wagon”, all the while enjoying being such.

Though written in documentation, as the Articles and Bill of Rights Amendments, the Preamble is lifeless or dead, until the constitutionally designated, living, Subject Masters thereof actively perform their rightful roles and duties of governmental oversight-control of the “team of beasts” from whom they derive their power.

The DOI clearly states unequivocally…

“That to secure these rights, governments are instituted among men, deriving their just powers from the consent of the governed.”

“That whenever any form of government becomes destructive to these ends, it is the right of the people to alter or to abolish it, and to institute new government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their safety and happiness.”

“But when a long train of abuses and usurpation, pursuing invariably the same object evinces a design to reduce them under absolute despotism, it is their right, it is their duty, to throw off such government, and to provide new guards for their future security.”

The Revolution Continues
Therefore, in order for the founding fathers dream of a Nordu Ordu Seclurum – New Order of the Ages, and for the Central Figure of the DOI, which as Creator, has endowed them with certain unalienable rights, that among these are life, liberty and the pursuit of happiness”, it is the imperative duty of every US citizens to participate in the continuing 1766, American Revolution.

Either the Novel Corona COVID-19 Virus (NCC-19V) is either highly dangerous to the general public, or it is not, as the homeless populations is its bellwether or barometer of truth.

Evidence:
Based on selective “scientific” of certain of our hypocritical, tax paid, public Servants operating the government for us, the NCC-19V Virus is deemed extremely dangerous to human life.

• Subsequently, this selective information has afforded the convenient impetus to arbitrarily issue health and safety guidelines, ordinance, laws, etc., that “lock down” We the People’s restaurants, small businesses, even healthy, outdoor recreation activity, as well as all housed- non homeless residents to continue social distancing, mask wearing, frequent hand washing, and testing for the virus in order to mitigate it…at least through to Christmas 2020.
• However, our COVID “liquored” intoxicated, dictating, insensitive public Servants are now confronted with a glaring problem with their, foolish health and safety COVID laws, which is the following:

While housed persons are subject to fines and/or arrests for violating the COVID laws, the various, “visible” homelessness populations are ignored, in that, such don’t obey them…not social distancing, non mask wearing, nor regular hand washing, and refusal of testing.

The Meaning:
Such stark awareness exposes two very difficult matters that must be resolved immediately and that being our public Servants:

1. Don’t care about the state and fate of US citizen homeless, by willfully subjecting them to this highly dangerous, infectious virus, revealing that these Servants violate all International Human Rights Laws, and especially those of US 1866-68 Civil Rights/14th Amendment Act, hence exposing their cold, heartless, and hatred towards these most vulnerable human beings.
2. Violate the 14th Amendment “equal justice-protection under the law” clause in that while housed residents are fined for violating the Codes of NCC19V, homeless/houseless citizens are free to not practice them…in other words, exempt homeless/houseless citizens from the NCC19V Codes, which is unconstitutional.

Or,

A. The NCC-19V is not as deadly as purported by certain science and government Servants, after all

B. However, if indeed, it is highly dangerous to general public as purported, then the matter reverts back to Number 1, which makes our offending public Servants criminally responsible for crimes against humanity, etc.

Hence, the homeless should have been the first to addressed concerning the Virus, because they are its last strong hold…meaning that the COVID mania is can’t be declared over until the homeless resistant are tested.

How Can Resistant Homeless Be Tested?:
Given the numbers of individuals dwelling in outlawed public health and safety zones, i.e., “the streets”, encampments and even RV’s, local law enforcement (police, sheriffs, state police, highway patrol) is not equipped to handle the job of forcefully rounding up the thousands of “outlawed” citizens and transporting these victims to facilities outside the urban or general populations indefinitely to be tested and treated, as well as collect the remaining hundreds of tons of “trash”, i.e., former, government sanctioned, makeshift shelters.

Therefore, the only option is the nationwide Presidential, federalization of National Guard units and if necessary regular troops to rapidly and systematically accomplish the task, even before the general public can respond with any protests of this Nazistic tactic to rid the general public of the human, health and safety threat.

How To Resolve Encampment and RV Homelessness

The Three (3) Options To Resolve Homelessness: A) Leave state of homelessness as is; B) Dispatch National Guard Unites to force quarantine; C) Implement Justiceville – The EXODUS

“No two people living on Skid Row, or in the Sepulveda Basin, ended up there for the same reasons. But the common threat among all unsheltered Angelinos is the need for a safe place to sleep while we help them find a stable home and a better future.” (Mayor Eric Garcetti)

The Matter: In the Name of Public Health and Safety

1. Given the numbers of US citizens dwelling in homelessness, accompanied by the massive amounts-tons of accumulated garbage and “trash”, i.e., makeshift shelters of tents, tarps, shacks, etc., on sidewalks, under overpasses, parks, beach fronts, vacant lots, and buildings throughout the Los Angeles region;combined with the threats of the novel, Corona COVID-19 virus, as well as rat infestations, along with other related contagions resulting from human beings dwelling in such filth in direct violation of Public Health and Safety Codes, the question is:When the time comes to get homeless persons, including RV dwellers “off the streets” and into decent housing according to Jones Act and Boise Acts.
2. Such a vast task is totally impossible for local law enforcement entities such police, sheriffs, state police and highway patrol, leaving only the entity capable of rapidly, efficiently, systematically is the federalized, National Guard.

• The Garcetti Dilemma is the matter in which the LA Mayor (City Council, City Attorney, Controller), as well as other related elected, government Servants, including the LA Board of Supervisors, LA Sheriff Department and the Governor of California (Legislature) must very soon properly address the ever growing encampment homelessness matters, such as the growing:

1. Numbers of US citizens whom are houseless along with those whom have adapted/acclimated and are thriving in the subcultures of homelessness due to –
2. Mainstream, societal causes, i.e., cost of living expenses for rent, proper nourishments, healthcare, transportation; etc.
3. Lack of gainful employment;
4. Lack of adequate, affordable housing in “decent” neighborhoods;
5. The Novel, Corona, COVID-19 matter in that –
   A.Homeless persons’ refusal to be tested;
   
   B.  What few are tested, over 70% are non symptomatic;C.  Openly violating government COVID rules, laws, guidelines, as homeless don’t practice masking, social distancing, frequent hand washing, etc. (ironically, this is out of necessity, not choice)

Note: Housed citizens are punished for the violation of these rules, whereas, the houseless and homeless are exempted.  Why?

Note: Either, the government Servants such as the Mayor, et al, are totally insensitive to homeless citizens and refuse to help them escaped the virus, which violates international laws of Human as well as US Civil Rights, i.e., the 1866-68 Civil Rights/14th Amendment Act:

D.  White House reports that far fewer homeless person contract the Virus, because they dwell in the outdoors’ wind which disperses, and sunlight UV ultra violet rays which kills, and in filth, thereby causing the immune system to be active, unlike people who mask, practice sheltering in, frequent hand washing, thereby weakening their immune systems;

E.  Centers For Disease Control (CDC) discourages sheltering homeless citizens as it increases the probability of spreading the COVID;

6.  The overwhelming and growing disproportion of US federal black citizens in LA City proper and county, resulting from City and County, i.e., LAHSA admission that “systemic racism” against them.  Black Lives Matter?!? Is doesn’t appear so according to the corpus delicti – body of evidence

10.  Time is of the essence in that such human conditions are not sanely sustainable;

11.  Embrace the Justiceville, Strategic National Homelessness Resolution Policy and Plan, i.e., The EXODUS;

In the Name of Public Health and Safety: Forced Quarantine
12.  The novel, Los Angeles City volunteer, Federal Consent Decree by which the White House has taken direct charge of homelessness as a national model, through its United States Council On Homelessness, that in the name of Public Health and Safety, under the auspices of FEMA, dispatch federalized State National Guard units nationwide, to rapidly, systematically and enforce indefinite quarantining of homeless citizens onto/into public health and safety “recovery” facilities outside urban populations.

Note: “indefinitely” meaning, hypothetically, whenever the public health and safety to general population is mitigated or ended, where to the residents of the said facilities return or go to?

Conclusion of the Matter
According to afore statements of why homelessness citizens can’t return to mainstream society, they are forever entrapped in said facilities, which become intern or even concentration camps.

Such an unconstitutional action would destroy the Union and loose the Republic, rendering the American Dream Experiment in government, i.e., Republican Form, a classic failure.

1. The term, “Matters of All Lives” has it foundations in that of the United States Declaration of Independence, wherein is written that,

“We hold these truths to be self evident, that all men (human beings) are created equal, and endowed by their Creator with certain inalienable rights, that among these are life, liberty and pursuit of happiness (property)”

Of course, this is belief in which primarily thousands of young, innocent, American, British Colonial and British Empire white boys and men killed each other over, for, because of, is contrary that in which such a proposition is not true, but that, since the foundations of world civilizations, dating to the Biblical, city of antiquity, known as Ur of the Chaldeans, i.e., infant Babylon, whereby they/we are not born onto this earth equally.

Due to this believe wherein the prevailing mind set and attitudes of superiority and inferiority, human beings have consistently deved justification, even that which is divine, to conduct military excursions against one another.
