How To Resolve Encampment and RV Homelessness

The Three (3) Options To Resolve Homelessness: A) Leave state of homelessness as is; B) Dispatch National Guard Unites to force quarantine; C) Implement Justiceville – The EXODUS

“No two people living on Skid Row, or in the Sepulveda Basin, ended up there for the same reasons. But the common threat among all unsheltered Angelinos is the need for a safe place to sleep while we help them find a stable home and a better future.” (Mayor Eric Garcetti)

The Matter: In the Name of Public Health and Safety

1. Given the numbers of US citizens dwelling in homelessness, accompanied by the massive amounts-tons of accumulated garbage and “trash”, i.e., makeshift shelters of tents, tarps, shacks, etc., on sidewalks, under overpasses, parks, beach fronts, vacant lots, and buildings throughout the Los Angeles region;combined with the threats of the novel, Corona COVID-19 virus, as well as rat infestations, along with other related contagions resulting from human beings dwelling in such filth in direct violation of Public Health and Safety Codes, the question is:When the time comes to get homeless persons, including RV dwellers “off the streets” and into decent housing according to Jones Act and Boise Acts.
2. Such a vast task is totally impossible for local law enforcement entities such police, sheriffs, state police and highway patrol, leaving only the entity capable of rapidly, efficiently, systematically is the federalized, National Guard.

• The Garcetti Dilemma is the matter in which the LA Mayor (City Council, City Attorney, Controller), as well as other related elected, government Servants, including the LA Board of Supervisors, LA Sheriff Department and the Governor of California (Legislature) must very soon properly address the ever growing encampment homelessness matters, such as the growing:

1. Numbers of US citizens whom are houseless along with those whom have adapted/acclimated and are thriving in the subcultures of homelessness due to –
2. Mainstream, societal causes, i.e., cost of living expenses for rent, proper nourishments, healthcare, transportation; etc.
3. Lack of gainful employment;
4. Lack of adequate, affordable housing in “decent” neighborhoods;
5. The Novel, Corona, COVID-19 matter in that –
   A.Homeless persons’ refusal to be tested;
   
   B.  What few are tested, over 70% are non symptomatic;C.  Openly violating government COVID rules, laws, guidelines, as homeless don’t practice masking, social distancing, frequent hand washing, etc. (ironically, this is out of necessity, not choice)

Note: Housed citizens are punished for the violation of these rules, whereas, the houseless and homeless are exempted.  Why?

Note: Either, the government Servants such as the Mayor, et al, are totally insensitive to homeless citizens and refuse to help them escaped the virus, which violates international laws of Human as well as US Civil Rights, i.e., the 1866-68 Civil Rights/14th Amendment Act:

Or, the COVID is not as serious as purported.

D.  White House reports that far fewer homeless person contract the Virus, because they dwell in the outdoors’ wind which disperses, and sunlight UV ultra violet rays which kills, and in filth, thereby causing the immune system to be active, unlike people who mask, practice sheltering in, frequent hand washing, thereby weakening their immune systems;

E.  Centers For Disease Control (CDC) discourages sheltering homeless citizens as it increases the probability of spreading the COVID;

Black Lives Matter?!?
6.  The overwhelming and growing disproportion of US federal black citizens in LA City proper and county, resulting from City and County, i.e., LAHSA admission that “systemic racism” against them.  Black Lives Matter?!? Is doesn’t appear so according to the corpus delicti – body of evidence

Note: City and County of LA are flagrantly violating the 1866-68 Civil Rights/14th Amendment Act of Federal, super citizenship of black citizens, whom are under the direct jurisdiction of the Executive Branch, enforced by the President as Commander in Chief of the Armed Forces, even according to the President Abraham Lincoln January 1, 1863, Executive Ordered, Emancipation Proclamation.

Rat Infestation – Contagions – COVID
7.  The growing threat of rat infestations, combined with the diseases they carry, including other related contagions caused and cultivated by human being dwelling in filth as such growing:

8.  Anti-social, even certain criminal behavior of homeless citizens;

FEMA & Federalized National Guard Sentiments
9.  Frustration of local citizenry, is leading to the sentiment of demanding National Guard intervention that enforces public health and safety laws;

Note: Whose streets? Our streets!  Whose sidewalks? Our sidewalks!  Whose vacant lots? Our lots!  Whose parks and beaches? Our parks and beaches! Whose storefronts? Our storefronts!  Whose public transportation and bus/train stops? Our public transportation and buss/train stops!  Whose children’s playgrounds?  Our children’s playgrounds?
It’s ours, because we pay the taxes for them.  We want our property, freedom back and no more homelessness oppression.

Time
10.  Time is of the essence in that such human conditions are not sanely sustainable;
Therefore, Mayor Garcetti, et al, -federal government – White House is left with only two logical options, they being:

Justiceville
11.  Embrace the Justiceville, Strategic National Homelessness Resolution Policy and Plan, i.e., The EXODUS;

12.  The novel, Los Angeles City volunteer, Federal Consent Decree by which the White House has taken direct charge of homelessness as a national model, through its United States Council On Homelessness, that in the name of Public Health and Safety, under the auspices of FEMA, dispatch federalized State National Guard units nationwide, to rapidly, systematically and enforce indefinite quarantining of homeless citizens onto/into public health and safety “recovery” facilities outside urban populations.

Note: “indefinitely” meaning, hypothetically, whenever the public health and safety to general population is mitigated or ended, where to the residents of the said facilities return or go to?

Conclusion of the Matter
According to afore statements of why homelessness citizens can’t return to mainstream society, they are forever entrapped in said facilities, which become intern or even concentration camps.

Such an unconstitutional action would destroy the Union and loose the Republic, rendering the American Dream Experiment in government, i.e., Republican Form, a classic failure.
